Flood-damaged transportation corridors and seasonal project financing took center stage as the Board of Commissioners reviewed procurement pathways to expedite repairs on County Road 480 South.
Officials reviewed a draft Request for Qualifications (RFQ) template prepared by USI to solicit engineering and rehabilitation firms for the damaged roadway. However, because the county remains under an active local disaster emergency declaration, the board discussed utilizing Indiana Code § 36-1-12-9. The statute allows municipalities facing declared emergencies to bypass standard multi-week public advertising timelines by directly soliciting quotes from at least two established contractors. Commissioners authorized moving forward conditionally, tasking the county attorney and emergency officials to verify whether direct solicitation complies with FEMA public assistance reimbursement requirements before proceeding.
In other infrastructure business, the commissioners unanimously approved a local match financial commitment letter of up to $438,000 to support the county’s upcoming Community Crossings Matching Grant (CCMG) state application, ensuring sufficient local reserve matching for planned paving corridors.
The board also approved a $9,937.50 invoice from TJ Home Inspections LLC for completed inspection services and granted permission for the county Probation Department to reapply for a $2,500 grant from the local Drug Coalition. The coalition funds support the department’s positive-reinforcement incentives program, supplying essential hygiene products and basic needs to probationers who demonstrate consistent progress under state evidence-based guidelines.
