An investigation by the Fayette County Sheriff’s Department has led to the arrest of a Connersville man on multiple felony charges, including rape, criminal confinement, and strangulation. According to official court records filed in the Fayette Circuit Court, an Affidavit of Probable Cause was approved on June 15, 2026. The defendant, identified as Justin H. Plummer, 44, faces six criminal counts, including criminal confinement as a Level 3 Felony, strangulation as a Level 6 Felony, interference with reporting of a crime as a Class A Misdemeanor, two counts of rape while in possession of a deadly weapon as Level 1 Felonies, and intimidation as a Level 6 Felony.

Initial Incident and Emergency Response

The investigation began on June 12, 2026, when deputies from the Fayette County Sheriff’s Department were dispatched to a health care facility for a report of an injured female. Law enforcement met with the female patient, who reported that an alleged domestic altercation had occurred earlier that day at a residence in Fayette County.

According to the affidavit, the victim alleged that she had been physically assaulted and restrained by Plummer during the encounter. The affidavit notes the victim alleged that Plummer forcefully pinned her down, placed his hands around her neck, and subsequently inserted a rag into her mouth while pouring water over her face from a container. Responding deputies documented physical injuries that were consistent with the allegations, and the victim received medical treatment at the facility.

Apprehension and Bond Status

Following the initial investigation, law enforcement personnel secured an arrest warrant for Plummer. Deputies proceeded to the suspect’s residence, where he was taken into custody and transported to the Fayette County Jail without further incident. During the arrest, law enforcement personnel located and removed an alleged firearm from the vehicle Plummer had been operating.

According to public records from the Fayette County Sheriff’s Department, Plummer is currently housed at the Fayette County Jail in lieu of a $450,000 bond.

Supplemental Investigation

The scope of the criminal charges was updated following a follow-up interview conducted by detectives on June 14, 2026. Based on supplemental narrative reports, the victim provided additional testimony regarding alleged sexual assault offenses and alleged verbal threats that reportedly occurred during the June 12 incident.

All persons are considered innocent until proven guilty in a court of law.
